[Tile-serving] [openstreetmap/osm2pgsql] Enable lossy way-node indexes by default? (Issue #1687)

Just to confirm what has already mostly been said by @pnorman and @amandasaurus: 

After upgrading my VM to Ubuntu 22.04, I now also compiled v1.7.0 of osm2pgsql and successfully ran a full Planet import using the same flex style I used before. Looking at the total processing time, I see no noticeable increase in processing time. Last time I did this with a pre-v1.7.0 version of osm2pgsql, it took just over 16 hours to complete, with v1.7.0 it took 15h45m.

It might be that the processing of relations is slightly slower, although I have seen a bit varying results on that, but if so, it is compensated by other processes being faster, resulting in overall similar times.
