[Tile-serving] [openstreetmap/osm2pgsql] Parameters output-pgsql-schema and middle-schema not working (Issue #1644)

You are using the flex output which is configured differently then the old pgsql output. See [the docs](https://osm2pgsql.org/doc/manual.html#advanced-table-definition) for how to set the schema. The options `--keep-coastlines` and `--output-pgsql-schema=osm` are not used.
