[Tile-serving] [openstreetmap/mod_tile] Allow connections over TCP besides Unix sockets for tools (#263)

For those who (as like me) long for this PR to be merged I present UNIX (temporary) solution:

`socat  UNIX-LISTEN:/run/renderd/renerd.sock TCP4:IP:PORT`
