[Tile-serving] [openstreetmap/osm2pgsql] Improved debug information about memory use of Lua (PR #1696)

Most of what's in this PR can be done from Lua, so I'll retract the PR. @pnorman and everybody else: Keep testing these things from Lua and once we have a better understanding what functionality is actually useful in practice, we can see whether we want to add something to osm2pgsql.
