[Tile-serving] [openstreetmap/osm2pgsql] Rename `--password` flag to `--use-password-prompt` or similar (Issue #1685)

Our usage is aligned with [psql](https://www.postgresql.org/docs/current/app-psql.html)

> Force psql to prompt for a password before connecting to a database, even if the password will not be used.
