[Tile-serving] [openstreetmap/mod_tile] Use PSI instead of load averages for load shedding (Issue #287)

mod_tile can shed load based on load average. Since this functionality was developed, the linux kernel added [pressure stall information](https://www.kernel.org/doc/html/latest/accounting/psi.html), a metric that is better suited for this purpose. Using this would improve load management, and allow sensible defaults that don't depend on number of hardware threads the system has.
