[Tile-serving] [openstreetmap/osm2pgsql] Enable lossy way-node indexes by default? (Issue #1687)

Back in 2020 in #1275 we have introduced experimental way-node indexes that are lossy but quite a bit smaller (around 200GB for the planet). These indexes are still not the default. I'd like to review this decision.

Has anybody used these indexes in production and can contribute arguments for or against them?
