[Tile-serving] [openstreetmap/osm2pgsql] Does not build with fmt 8.1.1 (Issue #1653)

Ok, see #1655. I just though that fmt may do some magic and print enum element names, but it doesn't so the fix does not change any behavior. FYI, `_format` is deprecated in latest libfmt, so more changes will be required.
