[Tile-serving] [openstreetmap/osm2pgsql] Invalidation for large relations (#38)

Large multipolygon relations are handled through the [--expire-bbox-size](https://osm2pgsql.org/doc/manual.html#expire) mechanism. For future ideas see #1662.
