[Tile-serving] [openstreetmap/mod_tile] Updated GitHub Actions job definitions (PR #277)

[Hummeltech]

* Fixed "Lint with `astyle`" job
  * It apparently hasn't been working for some time
* Formatted code with `astyle`
  * Luckily there were only two files in need of formatting
* Added new versions of `Debian`, `Fedora` & `Ubuntu`
