[Tile-serving] [openstreetmap/osm2pgsql] osm2pgsql fails to create "osm_id" indexes on PostgreSQL 14 (Issue #1674)

I am not sure whether we are doing ANALYZE. If not, this might actually be a problem. You can find out the answer to both of these questions by checking the output of `--log-sql` (or turning on logging in Postgres) as I mentioned above.
