imho: You may have old `osm2pgsql` installations that should be removed ( and after re-install ! ) 

* try to remove all (old)  `osm2pgsql` binaries. 
  * `apt remove osm2pgsql`
  * check `which osm2pgsql`
     * maybe you have not only one .. 
* check the `apt update`  log
   * check  AND update all NOT "jammy" "3rd Party Repository"!
* install ` apt install osm2pgsql` ( or  `apt-get install osm2pgsql` )
