[Tile-serving] [openstreetmap/osm2pgsql] osm2pgsql-replication seems not to use env variable PGSERVICE (Issue #1800)

This has already been fixed in #1753. Empty database parameters are now allowed. Please update to osm2pgsql 1.7.1 or simply use the replication script from github master.
