[Tile-serving] [openstreetmap/osm2pgsql] osm2pgsql-replication: place table for `replication_status` outside of `public` schema (Issue #1801)

We'll definitely need something like this, especially because from PostgreSQL 15 on the PUBLIC schema isn't writable by default. 
We are thinking about adding a few other "meta" tables, so this needs to be seen in that context. An issue on that is coming up.
