[Tile-serving] [openstreetmap/osm2pgsql] Resuming failed imports/updates (Issue #1751)

I wonder how Lua scripts would need handle this situation. Imagine someone who uses a dedicated stats table to count new buildings (maybe per day). 

Restarting the progress might count some buildings twice in the worst case, if there are left overs from a previous run.

It’s probably quite challenging to resolve this in a generic way.
