[Tile-serving] [openstreetmap/osm2pgsql] Caching of OSM data and/or geometries in flex backend (#1164)

* Caching for getting data from the middle has been implemented in the flex output.
* Reuse of geometries is something that need to be done in Lua. With the introduction of explicit Lua objects for geometries and the `insert()` function in version 1.7.0 this is possible to do.
