[Tile-serving] [openstreetmap/osm2pgsql] member_type in relations and osm_type use different case. (Issue #1778)

That's unfortunate that we have this inconsistency in "naming" the OSM types. The problem is that we can't really change that now, more than two years since version 1.3.0 was released, which introduced this.

I see two options:
1. Live with it. Add big warnings to the documentation.
2. Leave the upper case used in the type column, it was chosen to be compatible with what's used in the gazetteer output. Add a new field to the member, say `member.osm_type` or so, that uses the uppercase handle. Mark the `member.type` as deprecated and remove it in a few years.
