[Tile-serving] [openstreetmap/mod_tile] CTest testing customizations & improvements (PR #331)

* Allow customizing `httpd` & `renderd` TCP ports
* Add in additional image format types into example configuration instructions in `README.rst`
* Always specify `WORKING_DIRECTORY` for tests
