[Tile-serving] [openstreetmap/osm2pgsql] Set default schema to 'public' and use qualified names everywhere (PR #2027)

After this change, I am now getting a 

`permission denied for schema public`

type error in PostgreSQL 15 when attempting to run osm2pgsql.

Shouldn't the schema default to the user's schema in PG15?
