[Tile-serving] [openstreetmap/osm2pgsql] Set default schema to 'public' and use qualified names everywhere (PR #2027)

Ah, I now see in another section of the manual it is **--middle-schema**. Besides reading over that section, part of the confusion stems from an attempt to run in **non-slim mode**, where technically no schema is needed in create-only mode for storing 'middle' tables... except now for the new 'osm2pgsql_properties' table.
