[Tile-serving] [openstreetmap/osm2pgsql] Import two or more extracts. (Discussion #2031)

According to [this section of the osm2pgsql manual](https://osm2pgsql.org/doc/manual.html#working-with-multiple-input-files), osm2pgsql >= 1.4 should be able to read multiple input files of the same date if added to the command line, and automatically resolve conflicts.
