[Tile-serving] [openstreetmap/osm2pgsql] WIP Find changed ways (PR #2059)

Tried the looping function on the problematic Nominatim server and it looks to do the right thing. It executes in less than a second for a node table of 1000 nodes. The WITH query failed at that size.
