[Tile-serving] [openstreetmap/osm2pgsql] Add tilesets to flex output allowing more flexible expire configuration (PR #1912)

@pnorman In that case you have to use different tilesets. You can always merge the expire files or database tables generated in some custom way later. We could add another level of indirection in osm2pgsql and have explicit functions for merging tilesets and writing out certain zoom-ranges etc. But that seems rather complicated to me.
