[Tile-serving] [openstreetmap/mod_tile] Configurable ImageIO output format (PR #318)

Note the footgun described in https://github.com/nielsole/go_tile/pull/13#issuecomment-1575761249 : it will return only the image that has been configured.

I will use both webp and png256, but these will be under different renderd maps.
