[Tile-serving] [openstreetmap/osm2pgsql] --number-processes value not used in create or append? (Issue #1973)

Ok, I will have to correct my observations.

Using osm2pgsql in --append mode does show _osmpgsql_work threads as specified by --number-processes, but has several more _osmium_worker threads. So right now in append with `--number-processes=6` I see six _osm2pgsql_work threads, three osmpgsql and about sixteen _osmium_(read|worker|xml_in) threads...
