[Tile-serving] [openstreetmap/osm2pgsql] --number-processes value not used in create or append? (Issue #1973)

Closing this as osm2pgsql does use the number of _osm2pgsql_work threads as specified by --number-processes and these are the one important for postgresql connections opened. Sorry for any confusion caused by my confusion.
