[Tile-serving] [openstreetmap/osm2pgsql] New database middle (PR #1969)

This would select a column type for osm object creation timestamps as `timestamp without time zone`, which we were not able to agree on in #1970. I recommend we seek out postgres expertise from `#postgreql at irc.libera.chat`, since I don't think further discussions with just us will result in progress.

This library is not documented in the readme as being required, resulting in compilation errors.
