[Tile-serving] [openstreetmap/mod_tile] Configurable ImageIO output format (#191)

Hello @xamanu & @timautin, I picked this up in my fork since it would also resolve #301 (in addition to the previous work here in resolving #64). I also added a very basic test to ensure WEBP images are being returned as expected. Let me know if this is something you'd be interested in.
