[Tile-serving] [openstreetmap/mod_tile] Added option to `renderd` to write logs to file while running as daemon (PR #312)

[Hummeltech]

This will help with testing and debugging by allowing `renderd` to run in the background during tests while still easily having logs available for examination.

Also enabled `renderd` debug log output while running tests and updated man file.
