[Tile-serving] [openstreetmap/osm2pgsql] Reprojection using flex config fails in Windows version (Issue #1949)

Hi,

FWIIW, I have successfully imported using EPSG:32633 and osm2pgsql 1.8.1 on a PostgreSQL 15.2 instance running on Ubuntu.

Looking at your style, I do see what appears one error: "sql_sql_type" in the textline defining the unique ID column should be "sql_type" AFAIK (and this works in my code). This is likely unrelated to the issue though, considering the error message regarding the missing PROJ database.
