Can you try with 1.9.2 and report back? I believe this was fixed with https://github.com/osm2pgsql-dev/osm2pgsql/pull/1675/commits/7be6f0c3937cd7de10e9d86e947970193fd384e8, which is present in 1.7.0 onward.
