[Tile-serving] [osm2pgsql-dev/osm2pgsql] osm2pgsql should not perform analyze by itself (Issue #2094)

We use version 1.4.1, I ask someone to answer other questions :) 
And yes, I see explicit ANALYZE (see logs above).
