[Tile-serving] [osm2pgsql-dev/osm2pgsql] Geography datatype (Discussion #2152)

I guess the next step is to create an issue for that. My initial thoughts about necessary steps are:
- the implementation itself
- useful error message if user provides wrong CRS
- Tests
- Docs
- Example Lua Config

Do you have any further requirements?

Then I can create an issue on that ...
