[Tile-serving] [osm2pgsql-dev/osm2pgsql] TLS issues with osm2pgsql-replication (Discussion #2273)

This doesn't look like it's a TLS issue with the HTTP download, it looks like it's with postgresql.

What happens if you do `osm2pgsql-replication status`?
