[Tile-serving] [osm2pgsql-dev/osm2pgsql] Running my usual command now shows my version numbers then just quits. (Issue #2282)

## What version of osm2pgsql are you using?
osm2pgsql version 1.11.0
## What operating system and PostgreSQL/PostGIS version are you using?
Windows 11 home, Database version: 14.12, PostGIS version: 3.1
## Tell us something about your system
RAM: 32GB CPUs: i7-1355U 10 cores,
from file stored on laptop's C: drive to AWS RDS
## What did you do exactly?
osm2pgsql C:\Users\█████\Downloads\kanto-latest.osm.pbf -c --database=osm_data
--port=████ --host=postgres-postgis.█████.█████.rds.amazonaws.com --latlong
--slim --password --user=█████ -S "C:\Program Files\osm2pgsql-bin\default.style"
## What did you expect to happen?
Load the data into my database like it did every previous time.
## What did happen instead?
The program quit immediately (about 1-2 seconds) without outputting anything (except the version numbers) and returned to the command prompt.
## What did you do to try analyzing the problem?
Checked all the settings for my PC and AWS (e.g. port, path variables, directories, verified files)
Checked the manual for any FAQ about this case.
Searched the internet for any solution to this issue.
Asked the question of how to solve this issue on SE (https://gis.stackexchange.com/questions/488876/when-using-osm2pgsql-to-update-my-data-it-shows-my-version-numbers-then-just-qu)
I considered upgrading to v2.0.1, but since it used to work with this setup about 5 months ago, I wanted to get it working again before upgrading.
