[Tile-serving] [openstreetmap/mod_tile] Clarify `render_list` documentation (PR #388)

It does the job, but I think that "tile coordinates are not latitude and longitude values" would be even clearer than "these tile coordinates do not directly correspond with latitude and longitude values". 

Also, it would be a Good Thing to throw an error if any of -x -y -X or -Y is not an integer. There is already an error for negative values (which is what made me realise my mistake), so a check for decimals could be done in the same place.
