[Tile-serving] [osm2pgsql-dev/osm2pgsql] Split up --extra-attributes option (Issue #1680)

Is this implemented anywhere?

I'm using version 1.11.0 and got 
` ERROR: Error loading lua config: streets.lua:3: attempt to call field 'config' (a nil value).`

when using

`osm2pgsql.config('process_untagged_nodes', true)
osm2pgsql.config('process_untagged_ways', true)`

If not, is there another solution to get all untagged nodes/ways without other osm attributes usually given by -x.

Would help my use case a lot :)
