[Tile-serving] [osm2pgsql-dev/osm2pgsql] Split up --extra-attributes option (Issue #1680)

I'm trying to query osm ways and nodes from postgis so they can be presented using MapLibre and edited.

As the ways are made up of nodes, I'd like to be able to show them in the UI and make them draggable and later be saved as a new map.

I've managed to get the node ids of a way imported and returned in a query but I'm not sure that they always align with the geometry, it would probably be more concise to have them as a separate layer and update both accordingly.
