[Tile-serving] [openstreetmap/mod_tile] Clarify optional libraries and allow optionally disabling them (PR #453)

[Hummeltech]

`libcurl` & `libcairo` are also optional and their usage can now be optionally disabled (along with `libmemcached` & `librados`.)
