[Tile-serving] [openstreetmap/mod_tile] Segfault on X-forwarded-for (#198)

This should be resolved with #395 and/or #398.

I believe the first is the one which would resolve your issue, which appears to have been caused by invalid usage of [`apr_strtok`](https://apr.apache.org/docs/apr/1.5/group__apr__strings.html#ga1cf7fcb5843707ece733e27aad85c516)
