[Tile-serving] [osm2pgsql-dev/osm2pgsql] Remove unlogged (#942)

Is there an argument for reintroducing this feature? I am trying to insert with flex --slim --flat-nodes --cache 0 and am getting connection disconnects, likely due to maxing out I/O utilization.
