[Tile-serving] [osm2pgsql-dev/osm2pgsql] osm2pgsql --append to existing imported slim database takes ages (Issue #2266)

thanks for your thoughts. I am confident we will solve this issue. 
Do i need to make a full new import or can i --append with version 2.0.0 to a import which was made with version 1.11.0 ?
