[Tile-serving] [openstreetmap/mod_tile] Build Debian and Ubuntu deb packages on release (Issue #466)

It would be great if when tagging a new releases new `deb` packages were build.

We've just added this for openstreetmap-cgimap. https://github.com/zerebubuth/openstreetmap-cgimap/pull/449 and https://github.com/zerebubuth/openstreetmap-cgimap/blob/master/.github/workflows/build.yml Also in [PR for osmdbt](https://github.com/openstreetmap/osmdbt/pull/41).

I am happy to create a PR if desired?
