That makes sense. If a flat-node file has been configured on import, then osm2pgsql should refuse to run when the flat-node does not exist in append mode. That's not only the case when an explicit `--flat-nodes` option is given but also when it tries to use one as configured in the preferences table and cannot find that file.

Naturally, that doesn't prevent you from corrupting your database when the flatnode file is present but broken in some way.
