[Tile-serving] [osm2pgsql-dev/osm2pgsql] Github action win 2025 build (Issue #2285)

We should add a build on windows-2025 to github action. Currently that image is still in beta, but we'll have to do it sooner or later anyway.

I tried this but it didn't work probably due to the PostGIS version we are installing not being compatible with the Postgres 17 that's installed in the image.

Maybe we can use (or get the code we need from) this: https://github.com/nyurik/action-setup-postgis
