[Tile-serving] [osm2pgsql-dev/osm2pgsql] Refresh of README and CONTRIBUTING (PR #2363)

This PR accompanies the [major rewrite of the contributing section](https://github.com/osm2pgsql-dev/osm2pgsql-website/pull/73) over on the website. It rearranges some of the sections, so that CONTRIBUTING really focuses on coding while the README contains all general information about the project.

Also updates the feature list (borrowed from the feature list from the website).
