[Tile-serving] [osm2pgsql-dev/osm2pgsql] Style file to only use nodes that my ways use (Discussion #2311)

I would like to create a style file that would allow me to only process nodes if they are associated with a way. My use case is that I only want ways that have the highway tag and the nodes that belong to them. This would be similar to  the --use-node in osmosis.
