[Tile-serving] [osm2pgsql-dev/osm2pgsql] osm2pgsql immediately crashes (Discussion #2326)

@lonvia . The 'osm2pgsql-win64-windows-2025' version seems to run fine on my fully updated Windows 10 22H2, build 19045.5737. I can't vouch for older versions of Windows 10 of course. My postgresql database runs on a local network Windows Hyper-V virtual machine with Ubuntu 24.04 as the guest operating system where postgresql is installed, but that all shouldn't matter.
