Upgrading to boost-1.75 solved the problem and the compile finished with succes:
```
# ./osm2pgsql --version
osm2pgsql version 2.1.1 (2.1.1-21-gf4a93e21)
Build: RelWithDebInfo
Compiled using the following library versions:
Libosmium 2.22.0
Proj [disabled]
Lua 5.1.4 (LuaJIT 2.1.0-beta3)
```

OpenSuSE 15.6 offers boost-1.66 and boost-1.75, with boost-1.66 being the default version.
