[Tile-serving] [osm2pgsql-dev/osm2pgsql] `osmium export` migration sample confg (Issue #2433)

[follow up ticket from PostGIS Day chat with @joto]

There are some pipelines around that use `osmium export` command to quickly fill one table in database with data from osm dump. It will be helpful to be able to create same table layout with osm2pgsql, and have a config for it be provided together with osm2pgsql, so features like minutely updates can happen without rework.
